Western Maryland Resource Conservation Development Council
The Western Maryland Resource Conservation and Development Council’s (WMRC&D) mission is to build and sustain resource conservation programs which raise the quality of social, economic, and environmental development in our region. The WMRC&D Council was incorporated in 1993 to represent Garrett, Allegany, Washington, Frederick, and Carroll counties in Maryland. The Council is locally driven by representatives from the counties’ Board of Commissioners, Soil Conservation Districts, municipalities, grassroots organizations, and interested members at large. With over thirty years as an established council, the WMRC&D will continue to serve the residents of the five-county area and beyond in assisting them with addressing their economic, social and environmental concerns.

Founded in 2007, the C&O Canal Trust is the official non-profit partner of the Chesapeake & Ohio Canal National Historical Park. Our mission is to work in partnership with the National Park Service to protect, restore, and promote the C&O Canal. The Trust engages communities and individuals to realize the Park’s historical, natural, and recreational potential.Our Mission Statement: The C&O Canal Trust, as the official non-profit partner of the Chesapeake and Ohio Canal National Historical Park, works in partnership with the National Park Service and local communities to raise funds to preserve the Park for future generations and to broaden support through programs that highlight the Park’s historical, natural, and cultural heritage and recreational opportunities.
Founded in 1989, the Central Maryland Heritage League is a nonprofit organization created to promote the cultural, historical, and natural heritage of the Middletown Valley. C MHL advocates, encourages, and enhances public awareness of this heritage through the conservation, interpretation, preservation and stewardship of the resources contributing to the South Mountain State Battlefield and its surrounds — including Wise's Field, historic Dahlgren Chapel, and the Dahlgren family involvement in the events relating to the Civil War in Maryland.
While the South Mountain State Battlefield is one of our prime initiatives, we have acquired Dahlgren Chapel, the private family chapel of Madeleine Vinton Dahlgren, built in 1881 atop South Mountain. We are the stewards of Dr. Austin A. Lamar's Surgical Suite and Medical Museum, located in downtown historical Middletown, Maryland. We also hold easements on several properties.
The mission of the Heart of the Civil War Heritage Area is to promote the stewardship of our historic, cultural, and natural Civil War resources; encourage superior visitor experiences; and stimulate tourism, economic prosperity, and educational development, thereby improving the quality of life in our community for the benefit of both residents and visitors.
